I’m not sure, but I don’t think so. I would assume Korneel is a Dutch version of Cornelius, and the surname Detailleur might be derived from a profession. (Some kind of tailor? Or a detailer in the English sense?) It has a few Google hits, anyway, though it’s apparently extremely rare in France, held by only [url=http://www.genealogie.com/nom-de-famille/DETAILLEUR.html]214 people since 1890[/url]!
